WODOMI

Workflow and Document Management Infrastructure towards Integrated University (WODOMI)

The wider objective of the project is to establish a sustainable web based network system to be used as an interoperable environment for University workflow and document management and will lead towards implementation of “integrated University” concept and goals recommended by Bologna process. The sustainable web based network system will enable equal opportunities and multilingual approach. The appropriate ICT infrastructure will enable transparent and easy access to all University workflow activities and documents.

To realize this wider objective we will learn from the experiences other EU universities have faced, how they resolved them and what new problems they have faced. The proposed activities will produce deliverables used by all beneficiary universities and will help implement the Bologna process and enter EHEA. To accomplish these outcomes we assume a good cooperation between partners and use of EU partners support and experience.

This project will result with a new sustainable strategic and reform capacity system that will enable services not only for all HE institutions, but to all interested students and community at all. This project has innovative characteristics that will enable open public and multilingual access, transparency in workflow activities, compatible to EU standards. It will function as a portal that will enable dynamic database system and will give a possibility for updated structured information, document flow and tracking of workflow activities.
We propose a system that will make all HE institutions meet the standards set by EU, integrated environment and easy transfer to and from other institutions, and establish an infrastructure for integrated University implementation.

Specific Objectives

With this project we would like to change the existing University organization as a set of independent faculties towards integrated University unity that exists in EU universities and recommended by Bologna declaration for EHEI.
This project will start with the “business activities” workflow reorganization in order to implement ICT based workflow management. The benefit of this process will be to build transparent access of all workflow activities at University constituent parts and make them available at University administration level. This will help promotion of the idea for integrated University and will help easier transfer of Faculty administrative workflow towards University administration.
The second specific objective of this project is transparent and easy access document exchange between University and its constituent parts. It will be achieved by building a centralized system for document management. The third specific objective of this project is active usage of the system and its dissemination to the other constituent parts.
The proposed web based systems will solve the mentioned problems of integration of University constituent parts. This process should start smoothly by reaching the objectives of this process, i.e. by transferring the administrative issues of constituent organizations towards University administration. This will promote the idea of integrated University and definitely will help and speedup its realization.

Working Methodology and Processes

To realize this project we propose the following steps to be realized: Analysis of needs and requirements; Conceptual design; detailed study and design of proposed solutions; Technical details analysis; Realization; Implementation; Dissemination and Sustainability.
The analysis and design activities will be performed by organizing workshops where we plan to use the experience of EU partners and then discuss proposals for possible solutions. All partners will then work independently and would communicate by e-mails and web based infrastructure to create deliverables. We propose workshops to adopt final versions of deliverables. The EU partners’ expertise will facilitate this process.
The realization and implementation parts will be realized by starting appropriate tender procedure to select a company which will deliver the required ICT equipment.
The dissemination will be realized by involving all University constituent organizations in the process of implementation. This is essential part of the project to realize its objectives.

Outcome 1: Methodology to design ICT architecture for administrative workflow and document exchange - (required for second output and will lead to "reorganization" of administrative issues of constituent organizations towards integrated University)
Outcome 2: Model of web based workflow and document management - (will give technical details, tender procedure for equipment purchase and implementation procedures)
Outcome 3: Implementation of a sustainable web based system - (including verification and validation, testing, system implementation, demonstration and training)
Outcome 4:Dissemination strategy - (will include printing, publishing, public presentation and promotion of integrated university)
Outcome 5:Sustainability procedures - (description of maintenance issues, system improvement upgrade and development of legislation to support integrated University)
